交通需求管理( Traffic demand management,TDM),广义上是指通过交通政策等的导向作用,促进交通参与者交通选择行为的变更,以减少机动车出行量,减轻或消除交通拥堵;狭义上是指为削减高峰期间一人乘车的小汽车通勤交通量而采取的综合性交通政策.
