美国长期实施单边反倾销和反补贴措施,在应用相应措施的广度和深度方面超越了他国.通过对美国反倾销和反补贴数据的全面深入,发现反补贴基本不能替代反倾销,更多的是配合反倾销措施的施用,并加强其效果.综合来看,反补贴是反倾销的补充而非替代手段.
