大学所具有的创新优势对创新型城市建设具有支撑作用,而创新型城市建设又能够推动大学的发展,提升大学的基本功能,推动大学结构的升级.大学与创新型城市互动作用的机理在于创新型城市建设中存在＂大学--社会--政府＂三螺旋关系.政府应十分重视发挥大学在创新型城市建设中的积极作用.
