截止2006年11月底,北京市私人小汽车拥有量已达到285万辆,由此带来的交通堵塞、环境恶化等城市问题,成为制约城市经济和社会运行的重要因素,发展公共交通、提高公共交通的吸引力、改善交通出行结构是解决这一问题的根本途径.
