政府采购,也称公共采购,是指各级政府为了开展日常政务活动或为公众提供公共服务的需要,以法定方式、方法和程序,使用财政性资金,以合同方式有偿取得货物、工程和服务的行为,包括购买、租赁、委托、雇用等.
