2002年11月以来,SARS在中国大地蔓延,并迅速扩散,演变成一场全球性危机.本文拟从理论角度界定危机和危机管理,并借鉴美国在处理＂9·11＂事件和炭疽病毒袭击事件中的经验,着重探讨＂后非典时期＂的政府危机管理.
