Because　the　highway　has　the　characters　of　convenience　and　well-driving　condition,　it　is　playing　a　more　important　role　in　society,　but　it　is　still　worth　to　study　highway　traffic　incidents　detection,　especially　for　the　detection　of　the　traffic　incidents,　which　happen　by　accident.　The　detection　is　important　for　the　highway　management,　and　it　is　also　a　difficult　point.　This　article　bases　on　the　sum-up　of　traffic　incidents　detection　algorithms　and　combines　the　practical　situation　of　Beijing　highway.　By　using　the　improved　California　Algorithm,　the　paper　studies　the　accidental　incidents　detection　flow,　calculation　process　and　the　implementation　plan.　At　last　the　paper　puts　forward　the　detection　algorithm,　which　is　fit　for　highway　traffic　incidents　detection　of　Beijing,　ensures　the　safety　of　highway　management　in　Beijing.
