The　traffic　delivery　system　is　the　＂blood　line＂　for　connecting　cities　and　the　lifeline　of　economic　development,　so　it　is　the　important　factor　affecting　the　national　economy.　The　delivery　security　system　is　the　supporting　system　for　guaranteeing　the　delivery　system　running,　it　has　double　attribute　of　public　benefit　and　economics.　This　paper　has　used　this　as　a　starting　point　to　analyze　three　main　problems　that　the　traffic　delivery　service　supporting　system　is　facing.　It　sets　the　dynamic　capability　improvement　as　the　core,　and　builds　the　research　framework　for　the　traffic　delivery　service　supporting　system　on　three　aspects　of　perceiving　opportunity　and　threats　capability,　capturing　opportunities　capability　and　threats　management　capability.
