Feasibility research is an interdisciplinary systematic science with the characteristics of policy-dependent and high-speciality. It may have great influence on the national economy, and massive impact on the society, economy, politics and culture. Since the transformation of investment subjects in China's economy and its entrance into WTO, great needs and importance have been granted to the social and environmental evaluation of feasibility research. Yet the traditional economic methods are incapable in meeting these needs. With system theory as the keystone, this paper depicts the systematic properties of feasibility researches and the unique characteristics of relevant social and environmental evaluation. A stability analyze approach is presented, on top of which an attempt on social and environmental evaluation approaches based on complex network dynamics has been made.
