Abstract:
Bohai Rim is the most advanced economic development zones in northern China, however, Bohai harbor is also the most severely polluted and ecologically damaged coast. At this exact economic and ecological joint, China and Singapore governments proposed to develop an environmental friendly, resources saving, ecological and livable city over the 30 sqkm abandoned saline-alkaline land, as a model that could be applied or duplicated for other cities development. This paper took Sino-Singapore Tianjin Eco-city as the case to study the new model of sustainable urban water resource planning. By analyzing the differences between water resource baseline in the region and Key Performance Indicators (KPI) of Eco-city's water environment vision, a sustainable urban water use-reuse system was established to better suit the available water resources with various consumers. The water mass balancing was carried out and detailed implementation approaches towards sustainable water resources use-reuse were proposed, giving fresh water scarce coastal cities a new model in planning the water resources sustainably.
