Abstract:

Underground gas storage is one of the essential infrastructures for natural gas development and peak regulation. At present, the peaking capacity of gas storage accounts for 20% of annual natural gas consumption in the United States, 25% in European Union (EU)and only 2% in China. This shows that in China, the construction of underground gas storage has lagged behind the rapid development of natural gas. Insufficient natural gas storage capacity and poor peak regulation capacity will affect supply security during peak periods. Lack of peaking price and poor investment economy will limit the construction of gas storage infrastructure. As the natural gas industry is in rapid growth stage, the serious lag of infrastructural construction such as gas storage will restrict the development of natural gas industry, therefore it is given the priority in reform. In order to achieve the goal of increasing the proportion of natural gas in primary energy consumption to 10% or more, proposed by the 'Energy Development Strategic Action Plan (2014-2020)', and to promote the high development of the gas industry, as well as to achieve the national goal of low-carbon development, the following suggestions are proposed: (1) Formulate the pricing mechanism and reasonable return of gas storage. Measures should be taken to improve the return of gas storage investment, the approval procedures and restrictions should be eased appropriately and other gas resources should be developed. (2) Temporarily suspend the third-party development of gas storage. The access to gas storage must be based on the interconnection and interoperability of pipelines. The third-party development should be permitted after gas storage capacity reaching a certain target and the pipe network equally being opened to the outside world. © 2017 Aussino Academic Publishing House (AAPH).
