Analysis the Differences of China''s Regional Innovation Capabilities :Based on Grade Division

In recent years ,China continuously strengthens guidance of innovation ,w hich results in a significant rise of its innovation capacity .How ever the unbalanced phenomenon of regional innovation capability still exist .In order to solve this problem ,this paper established a panel clustering model ,based on the evaluation index system of regional innovation capa-bility ,China＇＇s 31 provinces are divided into three regions .T hen w e analyzed the differences of three regions＇＇innovation ca-pability .The research results show that the innovation capability of China＇＇s leading region and following region at a high level ,but they have different paths of innovation development .T hus the lagging region should make a targeted develop-ment strategy according to the characteristics of local conditions ,instead of blind imitation .
