在能源法律规范中,关于政府部门的职责与能源企业的义务这些义务性规范的内容占有主导地位.政府部门的职责主要体现在能源产业规划与战略实施、能源结构调整、能源安全保障、农村能源发展等方面.能源企业在能源供应与服务、节能减排、能源储备、公平竞争等方面应承担积极的法律义务.
