In order to obtain the seismic safety coefficient and fracture surface and to proceed the seismic safety evaluation for the rock mass and soil mass surrounding tunnel, in this paper, the limitation of evaluating seismic stability is considered, and the pseudo-static strength reduction is used. By the finite element software ANSYS and the strength reduction, the new methods of seismic safety evaluation for the rock mass and soil mass surrounding tunnel are put forward, just as the dynamic FEM static strength reduction and the dynamic FEM strength reduction. In order to prove the feasibility of the proposed method, the results of numerical example are compared with those of the pseudo-static strength reduction method, the results show: (1) two methods are both feasible, the plastic zone of structure is upward migration if the pseudo-static method is used, but the plastic zone is at the bottom if new methods are used. (2) the safety coefficient error of new method I is 9.4%, and is 11.1% of new method II. (3) the safety factor of new method II is minimum, and the safety factor of new method I is maximum, but the general difference is very small. Therefore, in order to ensure the safety of structure, the new method II is proposed to evaluate seismic stability of the rock mass and soil mass surrounding tunnel, and so a theoretical basis is provided for the seismic stability of the rock mass and soil mass and the lining surrounding tunnel, and also provided for engineering application.
