For rapidly responding to civil aviation emergency incidents, effective and secure emergency communication becomes particularly important for better decision making whether to save lives or to preserve property. In this paper, we propose a mesh network's architecture for civil aviation emergency communication, an enhanced elliptic curve signcryption scheme named EECS, and an EECS based user admission scheme named EECSUA adaptive to civil aviation emergency mesh networks. The results of security and efficiency analysis show that the EECSUA effectively protects the properties of peer-to-peer's confidentiality, authenticity, privacy and behavior tracing between an emergency responding individual and an emergency command center in comparison to Zheng's elliptic curve signcryption based one and saves the cost of computation and communication in comparison to a user admission scheme based on traditional elliptic curve cryptography.
