This　paper　analyzes　the　changes　and　characteristics　of　Chinese　industrial　structure,　proposed　currently　existent　problems,　for　example,　the　product　structure　is　irrational,　it　is　in　the　bottom　of　global　value　chain;　industrial　research　and　development　has　inadequate　investment,　technological　innovation　is　poor;　the　tertiary　industry　structure　subject　to　adjustment.　Industrial　structure　under　the　conditions　of　global　value　chain　was　promoted　to　upgrade　by　design,　the　manufacturer　enterprises　and　industrial　design　were　promoted　by　design,　which　is　the　important　support　for　manufacturing　industry　core　competitiveness.　This　paper　explore　the　position　and　function　of　design　in　industrial　structure;　combing　with　the　status　of　development　of　design　industry　in　China,　proposes　to　adjust　industrial　policy　to　play　a　role　in　the　design　industry,　develops　design　industry　to　adjust　industrial　structure;　upgrade　the　industry　grade　and　technology　level　with　design;　makes　the　design　industry　became　an　important　engine　of　modern　service　industry;　advocates　the　development　of　the　design　industry　to　promote　Chinese　industrial　structure　innovation.
