The　design　of　agent　rules,　foundation　of　Multi-agent-based　simulation　modeling,　is　pivotal　factor　that　determine　the　success　of　Multi-agent　simulation　modeling.　But　an　integrated　and　uniform　method　has　not　been　formed　by　far.　Firstly,　the　thesis　put　forward　three　principles　of　agent　rules　design　by　literature　research　and　compare　research-Secondly,　agent　rules　in　the　model　of　innovation　resource　distribution　were　described　by　stimulus-response　rules;　Last　but　not　least　the　basic　formula　of　agent　rules　was　abstracted.
