It　is　recognized　by　governments　and　researchers　that　emerging　technology　is　playing　an　important　role　in　economy　and　society＇　development.　The　first　step　to　management　and　investment　on　emerging　technology　is　to　identify,　assess　and　evaluate　it.　Whereas　due　to　both　the　technology　uncertainty　and　marketing　uncertainty,　it　is　a　big　challenge　to　correctly　identify　and　assess　emerging　technology.　This　paper　made　a　study　on　identification　of　emerging　technology　by　attribute　synthetic　measure　model　based　on　the　indexing　system　developed　by　expert　panel,　which　is　a　method　of　combination　of　quantitative　and　qualitative　index.
