In order to guarantee-the reliability of the Olympic transportation system of Beijing in 2008, the plan of Olympic Transport Emergency Management System is studied, and the method to build Intelligent Transportation Systems Architecture is studied. Foundations to develop the Olympic Games' Transport Emergency Management System, including Administrant Institution, travel routes, personnel and emergency vehicle are studied. Using Turbo Architecture, which is software that can help build ITS architecture, the architecture of the System is built in the process of identifying user service, ascertaining ITS elements and Market Packages. The contingency plans for emergencies such as traffic jam, traffic accident and disabled vehicle are given.
