Abstract:

Regional policy on science and technology innovation has an important effect on national independent innovation strategy, regional economic development and the science and technology innovation ability of intraregional enterprises. This paper discusses research on regional science and technology innovation policy evaluation using Zhongguancun Science Park as an example. We use the policy modeling consistency (PMC) index model combined with the text-mining method to perform a quantitative evaluation of regional science and technology innovation policy to provide both a quantitative evaluation framework for existing policy and decision support for the implementation, adjustment, correction, and extension of new policy. The empirical results show that the PMC index for Policy 2 is lower than for the other two, although there is still a comparatively large amount of room for improvement. In general, however, the three policies are within a reasonable range. Finally, limitations and further research directions are proposed.
