Government　supports　for　the　cluster　innovation　network　has　become　an　important　form　for　the　country　to　promote　the　region　innovation.　The　characteristics　of　a　cluster　network　innovation　make　the　effect　of　innovation　policy　on　regional　innovation　network　being　more　and　more　complex.　The　traditional　policy　science　research　is　difficult　to　adapt　to　the　diversity　of　the　path　and　the　diversity　of　the　target　that　the　innovation　policy　has　effect　on.　This　causes　a　lot　problem,　such　as　the　difference　in　policy　implementation,　policy　objectives,　and　policy　failure.　This　paper　makes　comment　on　the　existing　achievements　of　the　government＇s　cluster　network　innovation　cultivation　ability　and　the　network　governance　theory,　tries　to　promote　the　innovation　policy　research　from　the　view　of　network　governance　theory,　in　order　to　better　promote　the　development　of　cluster　network　innovation　and　make　cluster　having　effect　on　the　industry　innovation.
