Considering　the　characteristics　of　energy-saving　projects,　this　article　gives　an　analysis　of　the　differences　between　the　economy　evaluation　for　energy　saving　projects　and　general　investment　projects.　It　discusses　the　problems　of　economy　evaluation　for　energy　saving　projects　which　should　be　given　attention　and　gives　the　solutions,　including　how　to　calculate　energy-saving　investments,　energy　saving　proceeds　and　how　to　determine　benchmark　discount　rate.　It　points　out　that　the　computation　of　the　energy　saving　investment　needs　to　choose　a　suitable　project　of　reference,　and　the　analysis　of　the　energy　saving　proceeds　should　consider　price　indices　of　energy　and　indirect　economy　benefits　which　derives　from　reducing　pollution.
