Adverse weather and poor road conditions are two major factors which result in traffic accidents. The main adverse weather conditions are rain, snow, fog, and ice which will reduce the roads' friction coefficient and drivers' visibility. Poor road alignment can include sharp bends, steep slopes, and poor visibility, which may influence operational smoothness and vehicle controllability. This paper focuses on methods to ensure traffic safety of low-grade roads under adverse weather conditions. We studied the classification of adverse weather and the identification of hidden danger segments in Inner Mongolia. Then, we used an evaluating-point approach to calculate the risk values under adverse weather conditions and divides risk into five levels. Then, the paper proposes control measures, such as traffic diversion, traffic organization, speed limits, and roads access closures. This study is very important for traffic control in Inner Mongolia under adverse weather conditions.
