This　paper　tries　to　investigate　and　clarify　that　learning　capabilities　inherent　in　firms　and　the　adaptive　behaviors　performed　by　them,　should　be　emphasized　among　others,　as　one　of　the　important　rationales　resulting　in　the　clustering　of　firms.　This　paper　simulates　tests　and　verifies　the　role　that　learning　capability　and　adaptive　behaviors　of　firms　play　in　the　process　of　an　industrial　cluster＇s　development　on　the　platform　of　Java　Swarm　2.2.　Some　constraints　are　also　found　and　discussed.　The　paper　concludes,　with　some　advice　proposed　accordingly.
