Considering the deficiency of GPS common-view method in terms of comparison precision, two way satellite time and frequency transfer technology(TWSTFT)was adopted. The comparison precision of TWSTFT could approximately reach 0. 3ns. According to the theory, the satellite ground station was constructed to complete time and frequency transfer. When the data was primarily processed, the coherence of the final computation results with the Physikalisch Technische Bundesanstalt(PTB) data indicated that the system was reliable with the influence of path delay. The system for time and frequency transfer has been successfully applied to timekeeping and time service of National Institute Metrology(NIM).
