Combined　with　typical　highway　in-situ　observation　test　data　of　statistical　results　and　comparative　analysis　on　the　field　data　and　theoretical　data,　through　validation　and　suitability　analysis　of　the　practical　engineering　projects,　aimed　at　design　of　expressway　and　the　first　class　highway,　authors　pointed　out　the　exact　safety　evaluation　index　and　reference　index　for　design　inspection　and　safety　evaluation,　formed　the　overall　process　and　method,　also　put　forward　highway　safety　evaluation　index　and　the　corresponding　safety　evaluation　standard　based　on　Chinese　highway　traffic　characteristics,　driving　behavior　characteristics　and　road　environment.　Results　show　that　the　system　is　verified　with　many　practical　highway　projects.　The　evaluation　system　guides　the　detailed　concept　of　safety　inspection　and　evaluation　based　on　operating　speed.　It　is　already　mentioned　in　Chinese　road　design　standards,　and　it　supplements　and　improves　the　current　highway　design　theory　and　method.
