Parking fee is a significant factor influencing the travel structure of residents and even the urban traffic condition. The policy may vary because of different car ownerships and parking fee payers. The Revealed Preference (RP) and Stated Preference (SP) of parkers in chosing trip modes under different parking fee policies in downtown Beijing are investigated. Two multi-logit models are established based on two databases from the investigation, respectively. The results of the model analysis show that both the parking fee rate and the type of parking payers have prominent influences to travel mode choice, and the parking fee rate would have more significant influence on the group who pay by themselves. Based on these factors, parking demand management and traffic demand management can play a role in adjusting traffic, and the models provide a quantitative method for analyzing traffic demand according to different types of payers.
