摘要:

Based on the basic characteristics of emergency process, a three-layer systematic method for emergency evacuation road net planning was presented in this paper. It is proposed a full synthetical framework for emergency evacuation planning, which integrates key traffic technologies such as emergency route choice and traffic control as main measures to improve emergency evacuation plan. It is hopeful to optimize roads and traffic resources under emergency, to set down rational traffic evacuation strategy, and to provide technological support for constituting emergency evacuation plan. According to traffic demand forecasting of Beijing 2008 Olympic, the paper depicted the planning method in detail by taking Beijing Olympic Park emergency evacuation as a case study.
