Based　on　studying　the　characteristics　of　emergency　transportation　evacuation　and　Olympic　game　traffic　in　Beijing,　2008,　developing　an　Olympic　emergency　transportation　evacuation　evaluation　system　is　proposed.　Six　evaluation　indexes　are　selected　for　Olympic　evacuation　appraisal　system.　They　are　evacuation　time,　unblocked　reliability　of　evacuation　route　network,　mean　evacuation　distance,　percentage　of　succor　attendance,　level　of　service　for　shelters　and　cost　of　evacuation.　The　TOPSIS　evaluation　approach　is　chosen　to　conduct　comprehensive　evaluation.　The　result　is　rather　reasonable　and　can　be　applied　to　the　evacuation　management.
