Resource　basis　for　development　of　the　circular　economy　in　Beijing　and　current　issues　such　as　related　policy,　resource　environment　are　the　focuses　of　this　paper.　A　five-level　index　system　is　established,　and　which　is　followed　by　an　analysis　through　AHP,　for　the　purpose　of　empirical　evaluation　of　the　overall　development　of　circular　economy　in　Beijing.　The　harmony　of　circular　economy,　social　and　ecological　system　is　also　considered.　Upon　these　evaluations,　suggestions　and　measurements　for　the　development　of　circular　economy　in　Beijing　are　proposed.
