Using　the　component　modified　improved　importance　as　items　compared　index,　the　construction　order　of　intending　road　network　can　be　gotten　by　the　method　of　item　rolling　taxis.　The　construction　order　acquired　by　this　method　is　not　only　to　realize　the　effective　utilization　of　construction　capitals,　but　also　to　meet　continual　increasing　traffic　demand.　In　the　end　of　the　paper,　an　example　is　given　to　illuminate　the　practicability　and　maneuverability　of　the　method.
