摘要：

To　make　a　more　scientific　appraisal　for　the　units　and　to　provide　a　scientific　basis　for　final　results,　considering　it　is　easy　to　realize　to　take　single　factor　evaluation　for　bidding　units,　bidding　method　of　evaluating　bidding　units　based　on　single　factor　evaluation　is　built　by　introducing　multicriterion　fuzzy　decision　theory　in　this　paper.　According　to　type　of　practical　project　and　requirement　of　owner,　evaluation　variables　can　be　adjusted　at　any　moment.　The　proposed　model　showed　better　effects　than　the　existing　model.
