The　paper　put　forward　the　way　to　carbon　intensity　aim　of　Beijing　according　to　the　climate　policies　and　its　trends　in　the　world　and　in　China.　Then　gave　out　the　structure,　category　and　managerial　class　of　the　carbon　intensity　aim　management　system　of　Beijing.　In　order　to　realize　the　carbon　intensity　aim,　we　must　to　analysis　and　reorganize　the　low-carbon　policies,　and　to　form　integrated　policies　system　of　carbon　intensity　aim　management.　This　paper　give　some　sugesstion　on　how　to　make　the　policys　which　related　to　low-carbon　management　work　coopration　with　eachother,　and　the　management　mechanism.　©　2011　IEEE.
