In recent years, natural and human related disasters have occurred frequently in China. Due to these unfortunate events, there have been tremendous losses of property and lives. Natural and man-made disasters have made transportation evacuation become a major concern that emergency agencies need to consider in their emergency management. Emergency management plans should be able to ensure the safety and quick movement of people at the time of crisis. It is, however, impossible to conduct experiments in the field to represent scenarios of emergency. Therefore, simulations are used to approximate emergency conditions. This paper presents an urban emergency transportation simulation system based on PARAMICS and its applications for Beijing metropolitan area. The proposed system (called MEETSIM) can be used to simulate movements of vehicles and pedestrians under emergencies based on the behavior analysis conducted through the simulator. Moreover, the proposed system has put the entire process of evacuation under the hypothetical emergency event into consideration. The development of this package has demonstrated its effectiveness for producing evacuation routing strategies, optimizing emergency resource, identifying total evacuation time, and evaluating the performance of evacuation operations. © 2010 ASCE.
