Traffic control and route guidance are two subsystems of the Intelligence Traffic system. It's of great value to cooperate the management of them. Meanwhile, different cooperative strategies should be established aimed at different traffic situations. This paper proposes a cooperative strategy to solve the problem of traffic congestion in a section by guiding the traffic flow to some other sections as well as transferring the control method in downstream intersections. A simulation on individual traffic control strategy and cooperative strategy in a typical traffic network was developed with Paramics software, respectively. The output of the simulation showed that the total mean delay of the network was reduced when the cooperative strategy is applied. The result demonstrated that the cooperative strategy is practical and useful. © 2010 ASCE.
