The　article　depends　on　the　correlative　research　of　the　technology,　which　can　implement　the　reorganization　of　the　government　affairs,　from　the　technological　plan　of　Beijing　Education　Committee.　In　this　project,　XML　is　used　in　describing　the　requirement　of　dynamic　business,　and　language　criterion　is　brought　forward.　Based　on　the　solution　of　the　component　assembly,　the　definition　of　code-module　is　depicted　by　the　requirement　in　XML.　In　the　end,　the　assemble　machine　will　generate　the　whole　E-Government　System　by　using　the　interface　of　every　component.　©　2009　IEEE.
