This paper describes a framework for the post-earthquake performance assessment of the highway network, including the network connectivity reliability model and the travel time model of traffic flows, based on Monte Carlo simulation (MCS). The two-terminal reliability, k-terminal reliability, and all-terminal reliability measures of the highway network are implemented; the traffic flow assignments of the intact and earthquake damaged highway network are carried out. Comparisons between these measures are conducted in a numerical example. Application results show that network post-earthquake travel time delay is mainly caused by traffic capacity decreases of roads and bridges, the enhancement of the highway network post-earthquake performance can be achieved through the increases of network origins (sources). There are notable differences between assessment results obtained by network connectivity reliability and traffic travel time analysis. © 2017 American Society of Civil Engineers.
