摘要：
Based on the analysis of the characteristics of traffic breakdown, the non-parameter methodology for estimating the capacity defined as the function of the breakdown probability was studied. The deficiency of product limit method is analyzed and a new capacity estimating method and procedure are developed based on the theory of lifetime table. Using simulated data, the methodology was validated.
