Formulating suitable policies is essential for resources and environmental management. In this study, an agricultural pollutants emission trading management model driven by water resources and pollutants control is developed to search reasonable policies for agricultural water resources allocation under multiple uncertainties. Random-fuzzy and interval information in water resources system that have directly impact on the effectiveness of management schemes is reflected through interval two-stage stochastic fuzzy-probability programming. The model was root from regional agricultural water resources system in Jining City, China under considering the relationship among effective precipitation, crop water demand, and pollutants emission. Two types policies (water consumption-control and pollutants emission-control) are designed for searching the related interaction on water resources management and water quality improvement. The results indicated that water resources policies would be of water and environmental double benefits, and a large rainfall would reduce irrigation amount from water sources and lead to a larger pollutants emission trading. The results will help for defining scientific and effective water resources protection and management policies and analyzing the related interacted effects on water consumption, pollutants control and system benefit.

Although bioethanol is viewed as a promising alternative to traditional fossil fuels, its commercialization is hindered by high production costs and uncertain policies. This study proposes a novel integrated framework to support decision making in the bioethanol supply-chain system under complex uncertainties. By considering various geographical, economic, and environmental factors, potentially suitable sites are identified using a geographic information systems-based (GIS-based) multi-criteria decision-making approach. Then, a two-stage stochastic, fuzzy, chance-constrained programming model is developed to determine investment decisions (i.e. site and size of biorefineries) and operational strategies (i.e. production schedule, biomass supply network, etc.) in the face of uncertainties. The proposed research framework is tailored for a case study in Henan Province, China, which suggests the installation of six biorefineries with a total capacity of 679.11 million liters to reduce local carbon emissions by 1.54 million tons. Decision makers with different risk preferences can use this method to find optimal tradeoff strategies between system cost and risk under uncertainties. Sensitivity analysis also reveals that increasing the proportion of bioethanol blending targets is the key exogenous variable to promote the use of local biomass resources.

Land-use change and the associated influences on the carbon metabolism system should not be overlooked in the context of rapid urbanization. By combing carbon emissions/sequestrations accounting and ecological network analysis, this paper quantitatively described the general situation and spatial distribution evolution of carbon metabolism in the Beijing-Tianjin-Hebei (BTH) urban agglomeration from 2015 to 2019, investigated carbon flows induced by land-use change, and revealed the ecological relationships between the components of the system. The spatial distribution of carbon emissions showed a trend of high in the southeast and low in the northwest, while carbon sequestrations were the opposite. At the early stage of regional coordinate development, the migration of enterprises with heavy energy consumption and emission and expansion of the transportation network has promoted the economic development in the surrounding area of Beijing, but also lead to the carbon emission transfer and the severe imbalance of carbon metabolism. Despite that a slight improvement can be found in the carbon metabolism system of Beijing and Tianjin, Hebei province still faces intensely competitive ecological relationships between industrial land and other land use, and has a relatively low mutualism index. It is suggested that integrated land use planning, strict cultivated land protection policies, and proper ecological compensation mechanism are the key measures to facilitate the sustainable development of the BTH urban agglomeration.

Urban water resources management with energy constraint and carbon emission intensity under uncertainty: A dual objective optimization model SCIE

Water production, utilization and recycle in urban system associated with a large amount of energy consumption and carbon emission that has increasingly international attention under sustainable development goals. In this study, a comprehensive urban water resources system management model is proposed under water-energy-carbon nexus and multiple uncertainties. The water-energy-carbon nexus was reflected in the processes of water extraction, water production and sewage treatment, and two objectives of maximizing the system benefit and minimizing carbon emission is transformed into two linear programming problem through the dual-objective interval fractional programming. Considering the interaction among water supply/demand, pollutants discharge control, energy consumption and self-energy utilization, indirect carbon emission as the main constraints, the developed model is applied to a typical water and energy sources shortage area of Qingdao city in north China. Multiple scenarios related to energy consumption and carbon emission control are designed to search the relationship among energy consumption, carbon emission and water resources allocation schemes. The results indicated that water demand as the main driving factor of energy consumption and carbon emission in urban water system cannot be directly limited through water supply structure adjustment. Through introducing self-energy supply (sludge utilization) and energy consumption control, water resources allocation schemes and water supply structure would be changed to improve energy saving potential with an obvious decrease trend of carbon emission intensity from 0.7921 tCO2/MWh to 0.5544 tCO2/MWh. The model could effectively provide reasonable urban water system management strategies under different water allocation demands and carbon emission challenges scenarios and deal with multiple uncertainties in decision-making process.

With the advantages of avoiding land-use competition, biomass from agricultural residues is a promising solution to alleviate the energy crisis and environmental problems. In the traditional biomass utilization management problem, few studies have considered that land and water are key resources for the sustainable development of biomass from a life cycle view. Concerning the complex food-water-energy nexus, this paper focuses on the synergetic management of crop planting structure and biomass utilization as a whole system. An integrated framework is proposed for the co-optimization of cropland distribution and biomass utilization pathway under multiple uncertainties. Base on interval programming and fuzzy set theory, a type-2 fuzzy interval linear programming model is developed to handle multiple uncertainties with various characteristics and provide the optimum strategies for decision makers with different risk preferences. The proposed framework is verified by a case study of Hebei Province, China. Moreover, the impacts of water shortage and the implementation of the carbon price on the optimized strategies, economic and environmental benefits are investigated to provide deeper management insights when facing complex external factors. The obtained results suggest that corn and wheat will still be the primary crops, and bioethanol production will gain priority in the biomass utilization pathways for economic purposes. Water resources availability will greatly affect the crop planting allocation as well as total benefits but barely influence the biomass utilization pathways. Furthermore, with the implementation of the carbon trade market, a higher carbon price will stimulate biomass pellets production to replace fossil fuel consumption and improve the economic benefits directly.

As China has pledged to become carbon neutral by 2060, electrifying its energy sector is no doubt one of the priority measures to support the transition towards a more sustainable and decarbonized energy system. Solar photovoltaics (PV) has been known as one of the most promising renewable technologies to facilitate the elec-trification of energy systems. The feasibility of utilizing PV to implement a nationwide decarbonized electricity system now becomes an urgent unanswered question, especially in the context of global climate change and rapid economic growth in China. Here, by using a GIS-based multiple-criteria decision-making approach we address this question by conducting a comprehensive feasibility analysis with consideration of various economic, tech-nological, logistical, and climate change factors. We show that it is feasible for China to fulfill a net-zero elec-tricity system by 2050, through the installation of 7.46 TW solar PV panels on about 1.8% of the national land area (mostly in western China) with a total capital investment of 4.55 trillion USD in the next 30 years. Besides, we show that future climate change may lead to a slight decrease (less than 5%) in solar energy potential, but this would not affect the capability of the nationwide PV system to meet the need for a fully-electrified energy system.

Hybrid energy systems with renewable energy penetration have become popular solutions to improve energy se-curity and realize the carbon neural target in urban areas. In this paper, a holistic framework is proposed for the sustainable development of a neighborhood-scale energy system integrating rooftop PV and waste-to-energy technologies. Under this framework, potential assessment of local renewable energy, optimization approach, and sensitivity analysis are integrated for the optimal design and management of the hybrid energy system with uncertain analysis. Besides, the economic, efficiency, and environmental performance under grid -connected and off-grid operation modes are compared. This proposed framework is applied to a neighborhood area in Beijing. The results show that the grid-connected hybrid energy system will still rely on traditional energy supply with low cost but great carbon emissions. In the off-grid mode, 11 % of the rooftop area will be encouraged to deploy PV panels, which satisfying 39 % of the total electricity demand. Moreover, although decreasing the PV capital cost, raising the electricity price, and increasing carbon emission penalty cost will stimulate the develop-ment of local renewable energy, compulsive renewable energy penetration policy is more effective to promote the traditional energy system transformation and reduce carbon emissions. As the total water resources consumption control and carbon mitigation continuous improvement, the weak water-carbon incorporate management is increasingly exposed. In this study, a water-carbon nexus assessment framework is proposed to analyze the nexus relationship between water consumption and carbon emission, and distinguishes the coupled water-carbon transmission intensity and the transfer paths under regional and industrial scales. According to the practical input-output table, water consumption, and carbon emission information, the framework is applied to Beijing-Tianjin-Hebei urban agglomeration (BTHUA), a population, resource, and trade intensive area of China. Inter-regional/intra-regional water consumption and carbon emission transfer fluxes between sectors, the pairwise ecological relationship, and the water-carbon nexus were analyzed. Results indicated that the water-carbon transfer indexes from Hebei to Beijing and Tianjin were 161.85 kg/m(3) and 113.88 kg/m(3) in the study period, along with the most water consumption and carbon emission, and the worst water-carbon nexus. From the industrial perspective, electricity and gas supplying industry provided 7.8% and 29.1% of the total carbon transfer in Tianjin and Hebei, as the most key node sectors on the water-carbon nexus in the BTHUA. The research provides valuably supporting the adjustment of the existing urban agglomeration water-carbon nexus management schemes.
