本发明公开了一种基于图卷积的遥感图像道路提取方法,图卷积可以聚合相邻节点之间的特征信息,在节点较大邻域内提取特征,有效解决局部位置信息丢失问题。所设计的方法可以视为多任务学习,首先,利用CNN实现对遥感图像的特征提取,其次,在基于CNN所提取的道路特征基础上构建图结构模型,主要由节点和相应的边关系组成,将CNN分支所提取的道路特征信息视为节点,节点之间的差异度视作边,通过获取节点之间的关系来获取局部位置信息,本发明通过利用图卷积来解决卷积神经网络因为泛化效果而造成的道路局部位置信息丢失问题,从而能有效提高道路分割精度。

社会关系网络重构与流动人口创业活动 ——作用机理与政策含义 CSSCI

流动人口在流入地面临着社会关系网络重构问题,社会关系网络重构对于流动人口创业活动有怎样的影响呢?流动人口社会关系网络重构的路径又有哪些呢?基于2017年中国流动人口动态监测调查数据,综合运用logit、OLS与Possion回归分析社会关系网络与创业绩效之间的机理,采用eprobit与PSM方法解决内生性问题.研究发现:老乡会、同学会、家乡商会是流动人口在流入地社会关系网络重构的重要渠道;社会关系网络重构对流动人口创业选择具有显著促进作用,尤其是能够促进流动人口选择机会性创业,其内在的逻辑是参与老乡会、家乡商会等活动有助于流动人口识别创业机会、增加信贷可得性以及加速行政审批;社会关系网络重构能够显著提高流动人口在流入地的创业绩效,参加老乡会、同学会和家乡商会的创业者相比于不参加对应组织活动的创业者,个人月收入分别高10.3%、8.6%和24.4%,伴随参加组织活动数量的提升,其个人月收入相比不参加组织活动创业者也在随之提高.从流动人口个人、创业相关政策层面及老乡会、同学会、家乡商会等组织层面提出提高流动人口创业可能性与提升创业绩效的对策建议.

Reliability of integrated electricity and gas supply system with performance substitution and sharing mechanisms EI

The reliability of a system that shares a single type of resource with others has been studied in the literature. In reality, a system may require different types of resources. For example, a building service system may be powered by electricity (for lighting) and gas (for heating). However, in the literature, research in this area is scarce. This paper therefore investigates the reliability of a system with multiple nodes. Each node has demand requirement for two types of resources, which can be shared among the system nodes subject to their bandwidths, respectively. In addition, the resources may be able to substitute each other. This paper considers both unidirectional and bidirectional substitutions. The system is said failed if either resource supply in a node is smaller than its demand even after performance substitution and sharing. A universal generating function technique is proposed to evaluate the system reliability. Numerical examples are presented to illustrate the applicability of the model. The influences of bandwidths and substitution rates on system reliability are also discussed. © 2021 Elsevier Ltd

Estimating the impact of the license plate quota policy for ICEVs on new energy vehicle adoption by using synthetic control method EI

Since 1994, to overcome adoption barriers and promote new energy vehicles (NEVs), eight cities and one province in China have implemented a license plate quota policy for internal combustion engine vehicles (ICEVs). We use a city-level dataset of NEV sales to assess the impact of license plate quota policy for ICEVs on the adoption of NEVs, by using both the synthetic control method (SCM) and difference-in-differences (DID) method for the first time. We find that license plate quota policy can significantly increase the annual sales of NEVs in Tianjin, Hangzhou, Shenzhen, and Haikou by approximately 73.4%, 87.5%, 87%, and 65.5% of total sales of NEVs, which is equivalent to increasing the annual sales of NEVs by 15,557, 22,267, 37,455, and 448 vehicles, respectively. Further, our findings indicate that a license plate quota policy for ICEVs promotes the adoption of NEVs but has certain limitations, for example, license plate quota policy has a short-term inhibitory effect on the regional auto industry. Moreover, due to the restraint on consumers from purchasing ICEVs, consumers have certain negative sentiment toward the policy based on text analysis. Regions where license plate quota policy is adopted generally required well-developed public transportation and adequate charging infrastructures. © 2020 Elsevier Ltd

Unveiling land footprint of solar power: A pilot solar tower project in China. PubMed

Land occupation by solar power installations has become a rising concern that may cause adverse impacts on natural ecosystems and biodiversity. Existing studies mainly adopt a local perspective to view land use requirements of solar power and forget that the solar-based electricity system is subordinate to the macro economy and nourished by the material, machinery and service support by various economic sectors. To manifest a key aspect of the footprint of solar power on land resources, this study uncovered the extensive industrial land use initiated by the infrastructure of a representative pilot solar-based electricity plant using a systems perspective. The results in this study show that in magnitude, land footprint by the infrastructure of the pilot solar plant amounts to three times as much as the onsite land area. Also, the land footprint calculated is revealed as one order of magnitude larger than a previous finding that includes primary materials only, and four to seven times higher than the onsite land use by coal-based electricity plants. The outcome implies that existing environmental management policies need to be re-evaluated by putting enough emphasis on the land displacement by solar power systems along the production chain.

Consumer Preferences for Electric Vehicle Charging Infrastructure Based on the Text Mining Method SCIE

The construction of charging infrastructure has a positive effect on promoting the diffusion of new energy vehicles (NEVs). This study uses natural language processing (NLP) technology to explore consumer preferences for charging infrastructure from consumer comments posted on public social media. The findings show that consumers in first-tier cities pay more attention to charging infrastructure, and the number of comments accounted for 36% of the total. In all comments, consumers are most concerned about charging issues, national policy support, driving range, and installation of private charging piles. Among the charging modes of charging piles, direct current (DC) fast charging is more popular with consumers. The inability to find public charging piles in time to replenish power during travel or high energy consumption caused by air conditioning is the main reason for consumers' range anxiety. Increasing battery performance, improving charging convenience, and construction of battery swap station are the main ways consumers prefer to increase driving range. Consumers' preference for charging at home is the main reason for their high attention to the installation of private charging piles. However, the lack of fixed parking spaces and community properties have become the main obstacles to the installation of private charging piles. In addition, consumers in cities with different development levels pay different amounts of attention to each topic of charging infrastructure. Consumers in second-tier and above cities are most concerned about charging issues. Consumers in third-tier and above cities pay significantly more attention to the installation of private charging piles than consumers in fourth-tier and fifth-tier cities. Consumers in each city have almost the same amount of attention to driving range.

This paper reviews existing policies for supporting the treatment of electric vehicle (EV) battery waste in China, and identifies some of their major shortcomings that policy makers may like to consider while making policy decisions. The shortcomings of existing policies identified in this paper include: 1) no clear provisions for historical and orphan batteries; 2) no target for battery collection; 3) unclear definition of the scope of authority among various central and local agencies involved in the regulation of waste battery treatment; 4) unclear requirements for data auditing and verification for tracking the entire life cycle of EV batteries; 5) limited consideration of the challenges to ensure stakeholder cooperation; and 6) no explicit specification of the mechanisms for financing waste battery treatment. This paper also makes some practical policy suggestions for overcoming these shortcomings.

Provincial CO2 Emission Measurement and Analysis of the Construction Industry under China's Carbon Neutrality Target SCIE SSCI

The construction industry plays a crucial role in China's fulfillment of the goal of achieving "carbon neutrality" in 2060. Based on the data of energy and building materials consumption of the construction industry in China and 30 provinces from 2008 to 2018, this paper constructs a model for measuring provincial CO2 emissions of China's construction industry and establishes a Kuznets curve and elastic decoupling model of the industry's CO2 emissions. The analysis based on the models shows that: (1) the CO2 emissions of China's construction industry show a trend of increasing first and then decreasing; (2) in terms of the decoupling effects, most provinces are in a weak decoupling status of CO2 emissions; and (3) the Kuznets curve of the provincial construction industry shows an inverted "U" shape in recent years, and it is predicted that the CO2 emissions of the construction industry will reach the peak in 2034. It is possible for the construction industry to achieve "carbon neutrality", but long-term efforts must be made for strategic planning, policies and regulations, industry standards, etc.

A Win-Win Scenario for Agricultural Green Development and Farmers' Agricultural Income: An Empirical Analysis Based on the EKC Hypothesis SCIE SSCI

Due to severe resource and environmental constraints, agricultural green development is a vital step for the low-carbon development of China. How to achieve the goal of a win-win scenario that simultaneously improves agricultural green total factor productivity (GTFP) and farmers' agricultural income was the main focus of this study. Based on the panel dataset for 31 provinces in China from 2000 to 2018, this study calculated the agricultural GTFP using the global Malmquist-Luenberger (GML) index to measure the green development of agriculture. Furthermore, this study investigated the relationship between the agricultural GTFP and agricultural income in an environmental Kuznets curve (EKC) framework, together with the key factors affecting agricultural GTFP. The main results show that, first, driven by technical progress, the agricultural GTFP gradually increased across the country, while there existed a certain degree of heterogeneity in the growth of different regions. Second, the relationships between the agricultural GTFP and agricultural income exhibited a significant U-shape for the whole country and the four regions, indicating that a win-win scenario can be achieved between green development and income level. Third, industrialization and urbanization negatively affected agricultural GTFP, capital deepening played a positive role, and due to the mediated effect of capital deepening, the outflow of the agricultural labor force did not cause substantial harm to agricultural GTFP. The findings of our study provide useful policy implications for the promotion and development of agriculture in China.
